Job Summary: Fulfills leadership roles in environmental compliance facilitation and policy level analysis/representation for the Tribe. Furthers the mission of the Tribe by ensuring knowledgeable representation on issues concerning environmental protection, compliance, monitoring and management activities on lands and on other issues important to the Tribe. Serves as the lead NEPA staff person for the Tribe. Essential Functions: Serves as the lead Tribal contact concerning environmental and other issues as assigned, working with state and federal agencies, local governments, and private groups. Provides comments or assistance in the development of management plans, compliance documents and various other project elements. Serves on committees, councils, boards, etc. as needed and authorized. Works with assigned consulting firms contracted to work on representation issues. Maintains Tribal environmental records, files and library. Seeks funding for representation through grants and other means. Assists with grant writing. Provides expertise, advice and reports to appropriate staff and Tribal Council regarding environmental and other issues. Leads the interdepartmental NEPA process, and serves as the technical advisor and primary author of Environmental Assessments, Categorical Exclusions and Environmental Impact Statements for the Tribe. Serves as lead technical advisor for other permitting and regulatory compliance issues. Conducts wetland delineations, permitting and mitigation monitoring, and produces reports of results. Conducts site and compliance monitoring of Army Corps of Engineers permitted Tribal projects. Conducts site assessments or investigations as needed. This includes assisting with land acquisition research by identifying potential environmental liabilities in land and business acquisitions. Identifies existing or potential environmental problems with human health risks or ecological risks to the Grand Ronde Tribes. Researches, reports and advises on identified problems. Distributes advisories at supervisor's request to the Tribal membership for natural resource related health issues. Occasionally assists in wildlife managing and monitoring projects as assigned. Assists other departments as needed, requested, and authorized. Performs a variety of other duties as assigned by supervisor. Education, Experience, Licenses, Registrations, and Certifications: Requires a Bachelor's Degree in Environmental Science, Environmental Biology or closely related field. Post-baccalaureate degree, master's degree or professional school equivalent preferred. Requires a minimum of three (3) years of directly related experience in environmental policy. OR equivalent combination of education, training and experience. Driving Requirements: This position may require driving. Qualifications: Must have a good understanding of Department of Interior Manuals, and Bureau of Indian Affairs Manuals and Handbooks, as they relate to federal environmental regulations and policy. Must be proficient in knowledge and application of Clean Water Act (CWA), National Environmental Policy Act (NEPA), Endangered Species Act (ESA), and other federal environmental policies and procedures. Must possess and continually demonstrate very good interpersonal skills. Must have very good verbal communication and writing skills. Must possess very good conflict resolution skills and continually demonstrate respectful communication with all parties. Must have the ability to research, understand and interpret both scientific data and legal documents. Must be able to work with highly flexible multitask work priorities, with or without direct supervision. Requires ability to prioritize and balance work demands from many sources. Ability to professionally represent the interests of the Tribe to governmental or public groups required. Must have knowledge and understanding of basic mathematic principles involving addition, subtraction, multiplication, and division with the ability to interpret technical charts and graphs. Ability to write technical reports and professional correspondence required. Ability to use computer programs including Word, Excel and GIS software is required. Must be able to meet the physical requirements of this position as listed. Must be able to use appropriate safety and personal protective equipment and follow established safety policies, practices and procedures Knowledge of and sensitivity to Native American culture is required. Environmental Factors and Conditions/Physical Requirements: Office work frequently involves sedentary work: exerting up to 10 pounds and/or a negligible amount to lift, carry, push, pull or otherwise move objects, including the human body. Frequently requires the ability to receive detailed information through oral communication, and occasionally to make fine discrimination in sound. Frequently requires verbally expressing or exchanging ideas or important instructions accurately, loudly, or quickly. Frequently requires working with fingers rather than the whole hand or arm when performing computer related tasks. Frequently requires walking or moving about to accomplish tasks. Occasionally moving about in streams and in the woods requiring balancing on narrow, slippery or erratically moving surfaces. Frequently requires ascending or descending steep terrain and moving over rough, uneven and slippery terrain or paved surfaces with distances up to five miles. Such activity frequently requires reaching or extending arms for hand-holds to aid in ascent. Frequently requires the ability to work under strenuous or adverse conditions for extended periods, while maintaining mental alertness and concentration. Office work occasionally involves light work requiring lifting up to 20 pounds Field work frequently involves medium to heavy work exerting up to 100 pounds. Occasionally requires raising objects from a lower to a higher position or moving objects horizontally. Occasionally requires stooping which entails the use of the lower extremities and back muscles. Infrequently requires crouching. Must be able to swim. The worker is frequently subject to both inside and outside environmental conditions. The worker is frequently subject to varied terrain and extreme weather conditions for periods of more than one hour, which may include rain, snow, sleet, hail, wind, sun, fire, extremely high or low temperatures and humidity, or a combination of these conditions. Frequent work in confined spaces and in remote locations with limited radio or cell phone contact. The worker frequently will conduct work alone. The worker is frequently subject to noise, sufficient to cause the worker to shout in order to be heard above the ambient noise level. Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations. The worker is frequently subject to fumes, odors, dust, mists, and chemicals. The worker is often subject to exposure to animals, such as snakes and insects. May be called upon to serve as a Disaster Reservist during emergencies. Local travel is frequently required. Travel outside of the state is occasionally required.
