BACKGROUND

Purpose of Activity/ Assignment:

The SBC Section in the Programmes Group at UNICEF Headquarters is seeking an individual consultant to provide technical expertise to complete deliverables as related to:

Community Monitoring for Harmful Practices-related Social Norms and Social and Behaviour Change programming. Facilitating and quality assurance of UNICEF immunization’s Social and Behaviour Change monitoring. Developing specialized monitoring products as part of UNICEF Social and Behaviour Change Evidence Strategy and 2026-2030 UNICEF strategic plan.

Background:

Social and Behaviour Change (SBC) is a key component of UNICEF’s work and one of its change strategies.  SBC’s focus on community engagement and social behavioral drivers that influence the lives of children are key to UNICEF results. The area is essential for long-term and sustainable social change and local ownership towards improving the well-being of children and adolescents, their families, and communities.  Furthermore, Social and Behavior Change results are central to the SDGs, and to UNICEF’s work and mandate, having been elevated as such on UNICEF’s Strategic Plan cycle 2022-2025 and continuing to play a central role for 2026-2030 plan. 

In each sector, UNICEF objectives revolve around the adoption of positive and protective practices for children. And across sectors, SBC pursues the transformation needed to make societies more inclusive, equitable and peaceful.  All these changes are SBC results which contribute to achieving Human Rights for Children and their communities. Currently, in UNICEF there is a need to further measure those results at the community level, empowering implementing partners to monitor progress over time. Additionally, SBC also supports the design and implementation of global sectoral initiatives like that of strengthening Vaccine Confidence and contributing to the Demand for Immunization section results through the development of specialized M&E tools for monitoring and reporting.

Additionally, as SBC continues to apply the SBC Data and Evidence Strategy to advance the SBC measurement agenda, its current results framework needs to align to results of the new strategic plan as well as to the efforts across the different sectors where SBC contributes as a cross-sectoral approach.

The key aspects of this repositioning require specific deliverables for specialized Monitoring and Evaluation technical services for Social and Behaviour Change; in particular, to high level products for results frameworks for children’s programming and programme implementation and design.

Scope of Work:

The work will entail the following areas of work, including the following deliverables:

Community Monitoring for Harmful Practices-related Social Norms and Social and Behaviour Change programming.

Deliverable I: Compilation and adaptation of SBC Community Monitoring Tools for 1st pilot Deliverable II: Revision of SBC Community Monitoring Tools for 2nd pilot Deliverable III: Final draft of SBC Community Monitoring Tools Deliverable IV: In-person training session on Community Monitoring, including PPT slide deck, print learning materials, participatory learning exercises for training government partners, implementing partners, Child Protection and/or SBC specialists.  Travel is anticipated to complete this deliverable, but destination has yet to be determined.

Reporting and revision of the monitoring framework for UNICEF Immunization Demand Promotion Monitoring and Evaluation Framework.

Deliverable I: Draft final report for 2024 UNICEF results for Demand for Immunization. Deliverable II: Review and draft proposal for Demand for Immunization and SBC Results Programme Monitoring 2026-2030, including revising of online survey for data collection, reporting format and structure, and revised training framework. Deliverable III: Design, testing, roll out and implementation of revised standard reporting tool for 2025 reporting for Demand for Immunization Results Monitoring. Deliverable IV: In-person session on Demand for Immunization Monitoring, including PPT slide deck, print learning materials, participatory learning exercises for training government partners and/or SBC specialists.  Travel is anticipated to complete this deliverable, but destination has yet to be determined.

Developing specialized monitoring products as part of UNICEF Social and Behaviour Change Evidence Strategy and 2026-2030 UNICEF strategic plan.

Deliverable I: SBC Draft Community Engagement Map from 2024 CSI Surveys. Deliverable II: Results deck and analytics of SBC 2025 CSI results. Deliverable III: Draft 2025 mid-term report and end of year results, for SBC programming in Demand for Immunization. Deliverable IV: Review and draft proposal for SBC CSI Results for 2026-2030 UNICEF Strategic Plan. Deliverable V: Review of SBC Monitoring Toolkit.

Please note that these tasks may require travel, which UNICEF will cover in coordination with and upon approval from the supervisor.

Qualifications

Education:

Advanced university degree (Masters) in the area of Social Science, Behavioral Sciences, International or Public Affairs, Monitoring and Evaluation, or related degree.

Work experience:

Knowledge/Expertise/Skills required *:

General Experience: 7+ years of experience in programme Monitoring and Evaluation Thematic Experience: Prior experience leading reporting for Demand for Immunization programming and Community Monitoring approaches Organizational Experience: Prior experience in providing Monitoring frameworks for Social and Behavioral Change programming in UNICEF or similar organizations Skills: Proven skills in having developed field Community Monitoring tools or programme guidances with monitoring tools (Ex. Playbooks, Toolkits, etc.). Technical Abilities: Proven ability to have managed international workshops for SBC monitoring or research. Reporting: Strong writing skills with experience writing reports for Demand for Immunization reporting. Knowledge: Familiarity with UNICEF SBC M&E Frameworks and Data and Evidence Strategy. Language Proficiency: Oral and written proficiency in English is required. Working knowledge of French is an advantage.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
