* Lead the development, deployment, and enhancement of Wildland Fire Management Research, Development, and Applications systems, ensuring products align with federal policies, user needs, and fire management goals.

* Serve as the primary liaison between fire management stakeholders, IT developers, and research scientists to gather requirements, manage priorities, and ensure effective communication of product features and updates to end-users.

* Work closely with interagency partners, including federal, state, and local fire management agencies, to harmonize RDandA tools and capabilities and ensure interoperability of data and processes across agencies.

* Oversee the testing, deployment, and continuous improvement of systems, addressing issues, managing risks, and ensuring product quality meets the demands of end-users in high-stakes fire situations.

* Oversee the integration of RDandA tools and systems with various data sources, ensuring compatibility with geospatial datasets, modeling and simulation, and other relevant systems to support comprehensive, data-driven decision-making.

Specialized Experience:

For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity that may include, but is not limited to:

* Experience as a product owner, project manager or in a similar position leading technology solutions or software products, including defining and managing product features, user stories, and acceptance criteria.

* Engaging with diverse stakeholders (e.g., fire management, professionals, scientists, IT specialists) to gather requirements, prioritize features, and align products with organizational needs.

* Working with decision support systems (e.g., Wildland Fire Decision Support System - WFDSS) and knowledge of wildland fire or resource management geospatial information technologies.

* Coordinating and implementing technology projects understanding policies and interoperability needs with various agencies, to include federal and state fire management entities.

* Developing and delivering training, documentation, or support resources for technology tools.

* Providing direct customer support or user engagement for technology products, including responding to user inquiries, troubleshooting issues, and gathering feedback.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
