Job Description

POSITION SUMMARY:

Plans, directs, and coordinates the operations, budget, capital improvements, and maintenance of airport facilities in accordance with federal regulations. Ensures that all aspects of the airport are functioning within these regulations or must take the necessary actions to bring them into compliance. Responsible for maintaining a safe and efficient operating environment. This is a highly visible position requiring excellent communication skills.

JOB DUTIES:
  • Directs the day-to-day operations of the airport
  • Responsible for obtaining State and Federal grants
  • Develops and maintains airport's operating, PFC, and capital improvement budgets
  • Develops, maintains, and executes airports federal, state, and local capital programs
  • Supervises full-time staff of 5, including disciplinary actions and assisting in the hiring process in accordance with collective bargaining agreements
  • Monitors environmental issues, maintaining compliance with Federal and State grants
  • Oversees infrastructure projects and various special events
  • Acts as airport security coordinator and coordinates security operations with local law enforcement agencies and the Transportation Security Administration
  • Responds to all emergency situations
  • Acts as the airport's representative for all community, media, and government agencies
  • Recommends, develops, and implements airport policies and procedures
  • Works closely with FAA, TSA, IDOT, and other Federal and State agencies
  • Oversees necessary plans, programs, and documentation in compliance with FAA Part 139, TSA Part 1542, and FAA Grant Assurances
  • Develops and maintains the budget for the airport
  • Negotiates airline, car-rental, and concessionaire, and all other leases
  • Other duties as assigned by the Director of Administrative Services

QUALIFCATIONS:

Training and Experience:

Bachelor's degree or equivalent from an accredited college or university in business, public administration, aviation or other related field and five (5) years progressively responsible experience in airport administration/management, including three (3) years progressively responsible supervisory experience in airport administration/management and/or local government field; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Rated pilot experience is a plus.

Licenses/Certification:

A valid State of Illinois driver's license is required

Knowledge, Skills, and Abilities:

Excellent skill in public, employee and labor relations and in maintaining effective working relationships; advanced skill in using Microsoft Outlook, Word, Excel and PowerPoint software; in analyzing and solving problems; written and verbal communications; completing accurate financial and operational information reports, specifically budgeting and financial reporting; contract administration; skill in researching, implementing, maintaining and learning new systems and instructing subordinates; and maintaining detailed records systems. Develop, read, analyze and interpret complex documents such as policies, regulations, instructions, procedure manuals, schedules and labor agreements; respond effectively to sensitive inquiries or complaints; write reports, business correspondence and procedure manuals; effectively present information and respond to questions from groups of managers, officials, employees and the general public; define problems, collect data, establish facts and draw valid conclusions; identify and determine causes of problems or inefficiencies; and implement budgets of considerable dollar value.

RESIDENCY REQUIREMENT:

Employee shall reside within the boundaries of Adams County, Illinois within six months of the effective date of employment with the City of Quincy.
